Windows 10: Random Lag/Stutter Spike every 30 Minutes

So for about a week now, I started noticing that every single time the clock reaches 30 or 00 for any hour of the day, my entire computer will stutter for about a full second no matter what app I may be running. Audio keeps running as if nothing happened but anything graphical or typing related will stutter. I have tried to see during a spike if there was anything in task manager that would use more resources but nothing seems to show up. Is this a known bug for build 19041?

Random lag spikes

Hi,

We would like to know more about your lag issue:

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.

Random lag spikes

Hello.

I have a problem with random lag spikes from time to time (for example when I play game or listen to a song on internet or without internet on every 5-10 minutes I have a lag for about 2-3 seconds and after that everything continues to work perfectly). I
reinstalled my computer 1 month ago and cleaned it from dust and in start there were no lags but now I have them. My pc is not even one year old and here are my specs:

TOSHIBA DT01ACA100 1TB

AMD Radeon R7 360 2GB

AMD Athlon X4 840 Quad Core 3,1GHz

Asus A68HM-K

8GB DDR3 ram

I checked my cpu and gpu temperature and everything else with MSI Afterburner and everything seems to work well. Please help!

Random GPU frequency clock spikes cause FPS drops / lag / stuttering

after testing some games (PUBG, Rocket League, GTA V, Rust, Total War Warhammer, Ark) I noticed that I get random GPU frequency core spikes from 1920Mhz to 1520Mhz, this result in stuttering and lag. All drivers are updated, temps are fine, CPU and GPU never go above 60C, games were tested on SSD (primary disk) and on the secondy drive (HDD), all Nvida control panel settings are stock, I also tried different combination from what I've found on the internet but I'm not able to fix this.

Full system specs:
-i5-6600k (no OC, turbo mode enabled as default)
- MSI GTX 1060 6GB GAMING
- ASUS MAXIMUS RANGER VIII
- G.Skill Ripjaws V 3200 DDR4
- Samsung 850 EVO
- WD Caviar Blue 1TB
