Windows 10: Program cannot be uninstalled from Programs and Features

So I have this old version of Photoshop that I wanted to uninstall. Adobe does not have an Uninstall.exe, so I tried to uninstall it from the program list and nothing happens. I tried running the setup again, because sometimes they can overwrite the broken program and then I can uninstall it properly, but somehow it's not working either. I even tried running the Adobe Cleaner, and it says "there's no Adobe program installed".It's really weird, because the software folder is clearly still there.

I suggest you to follow the steps below and check if it helps.

Repairing or removing programs

To uninstall programs, go to Settings.

• On the Start menu, then select Settings.
• Select System > Apps & features.
• Select the program, then select Uninstall. Some apps that are built in to Windows can’t be uninstalled.
  
• Follow the directions on the screen.

If you are still unable to uninstall the program, follow the steps below.

• In Search, enter Control Panel and select Control Panel.
• Select Programs > Programs and Features, then select the program.
• Select the program, then select Uninstall. Some apps that are built in to Windows can’t be uninstalled.
  
• Follow the directions on the screen.

Want to uninstall a program not listed in Programs and Features

I accidentally deleted a program from the Programs and Features list after uninstalling it. I've reinstalled it, but would like to uninstall it again (long story). However, it's not showing up in the list. How can I fix this? Is there a way to add it to
the list?
