Windows 10: Pressing key number one makes all keys into shortcuts instead of typing.

When ever I press the key number 1 , a bing page with windows help website is opening up. And any other key I press will take me to a shortcut instead of typing. And only after I press the windows button twice, the keys will go back to typing. This is really annoying while typing. Also ,whenever I try to type a capital c letter while pressing the shift key, no letter is appearing on the screen, but the same function is fine for the rest of the keys. Please help

Does it stop right at the Toshiba logo and sit there? Will it sit forever til you press a key, or will it eventually work after so long?

 

Windows 10 shortcut key not working - Please help

I'm trying to create a shortcut key for a program/script that turns off my monitor. I've confirmed that the small program is working by double clicking on it. The problem I'm having is that when I go to create a shortcut key for it. First I create a shortcut to the program, then I set a shortcut key, say "ctrl-shift-s". After applying the changes, clicking Ok, I try to use the shortcut by pressing the ctrl-shift-s key combination. When I do this, nothing happens. I've confirmed that shortcut keys works with other apps like the Command Prompt. Does anyone have any insight to this?

There are several factors why you are unable to use the shortcut keys function such as keyboard settings, or if there is an issue with the keyboard itself. To help you resolve this, kindly try the following suggestions:

• You might have selected an input language other than English. To work around with this, go to
  Control Panel > Region and Language and check. You can also check if your keyboard has a language selection available that may need to be changed.
• We suggest as well that you reset the keyboard layout by reinstalling the language and check if it fixes the issue. Follow the steps below:

• Press Windows+R keys and type intl.cpl. Hit Enter.
  
• Go to Administrative tab and click on
  Change system locale button.
• Select the correct language and country from the drop-down box.
• Navigate to the location tab and check if region settings are appropriate.
• Apply the changes and Windows will require a reboot.
