"Scroll Inactive Windows When I Hover Over Them" option not working in settings

Make sure that this feature is enabled on your system. If it not enabled follow the below steps to make it enable:

• Go to the desktop and tap on Start menu to look for Settings option and click the same.
• Then click Devices category on the settings window.
• In the left pane, choose the Mouse & Trackpad option. Now, you will see the text
  
• Scroll inactive windows when I hover over them on the right side of the screen.
• To enabled it, just swipe the slider to ON.

Now check for the issue. If it still persists check with a new user account. Follow the below steps:

• In search type User Account.
• Select manage another account.
• Select Add a new user in this PC account.
• Click on Add someone else to this PC and follow the onscreen instructions.

"Scroll inactive windows when I hover over them" has no effect on my trackpad?

I'm not sure if this is intended behavior but it's certainly annoying. With a mouse plugged in, "Scroll inactive windows when I hover over them" has the effect as written. The scroll wheel can scroll inactive windows. But the trackpad's behavior is completely
different - whether or not the setting is selected, it makes the window I'm hovering over active first, then scrolls it.

To illustrate why this is an issue, say I have two documents open. I'm typing in one while referencing the other. When I scroll the document I'm referencing, the focus changes to that window, and when starting typing again, I'm typing in the wrong document!
Does anyone know if there is a way to make the trackpad behavior match the mouse behavior? (which works fine)?

For reference, I'm using a Precision Touchpad on Build 15063 (Creators Update).

 

Scroll While Hovering Over Inactive Window

As a workaround, please try the steps below to activate a window by hovering it with the mouse:

• Press Windows key+X, then select Ease of Access.
  
• Under Ease of Access, click Ease of Access Center.
• Under Explore all settings, click Make the mouse easier to use.
• Under Make it easier to manage windows, check Activate a window by hovering over it with the mouse.
