Windows 10: Phase 1 Initialization Failure

Frustration level high. I can't get past a Phase 1 Initialization Failure in Windows. Tried re-booting multiple times. Can't figure out how to get into Safe Mode before I get the final screen road block, "Choose your keyboard layout" see attached. I cannot move my mouse or arrow keys, or even enter "US" to get to the next screen. Frozen solid on the attached screen hopefully you can see it.Thanks for any assistance!

Sign-in process initialization failure

Message popped up (computer hadn't been used in several days, just noticed it when I was straightening up the desk it was on):

Sign-in process initialization failure-

Interactive sign-in process initialization has failed. (OK box)

Facts:

-Bought September 24, 2018

-Preloaded with Windows 10 (no recovery disk in the package)

-Mouse is locked out so cannot press 'OK' using it and no cursor present for use with the finger/key pad (pressing 'enter' has no effect)

-Do not know how to get past this message to attempt any of the suggested start up repairs, clean boot, etc.

Any suggestions?

Stuck at OneDrive screen during Surface Pro 6 initial setup

Thank you for writing to Microsoft Community Forums.

Try the below suggested steps.

Method 1

1. Unplug all the external devices except Mouse and Keyboard.
   
2. Try to reboot the device and check the status of the issue.
   

Method 2

I would suggest you to perform Power drain by following the suggested steps.

1. Press and hold the Power Button down for 30-40 seconds.
   
2. Hold the Volume Rocker up and Power ON for almost 20 second.
   
3. Release the power button and wait for next 10-15 seconds.
   
4. Press the power button to turn on your Surface and check the status of the issue.
