Windows 10: Personalized Settings- Setting up personalized settings for- Web Platform Customizations

So everytime i put my pin in to log in my computer it then becomes a black screen and a few more seconds after that i had a little white tab pop up saying "Personalized Settings- Setting up personalized settings for- Web Platform" and now its been like this for a long time now. Please someone tell me how to get me out of this mess. I have tried everything hold power button down click buttons many many times i cant search anything up its just a white box saying those words and a black background.

Stuck Setting up personalized settings for Web Platform Customization


In the installation, after the 'Getting things ready' and 'Hi' and logging on pages, it didn't show a desktop, just a not responding window that is saying 'Setting up personalized settings for Web Platform Customization'
How can I fix that? By the way, my PC isn't connected to the internet right now. Does that affect it?

I recently auto-updated Win 10 and at restart I received a pop-up box saying that:

"Setting up personalized settings for web platform customization"

How long will it take until the pop-up disappears ?

It's been 3h and still shows up
