Windows 10: PC slow after fresh installing Windows 11

My cousin bought Mi Notebook 14. It has i5-10210U, 8GB 2666MHz DDR4 RAM, SATA3 SSD by Kingston. Recently it got very slow. The task manager kept showing less than 20% CPU utilization. Also less memory usage. Still the performance is noticably slow. Each click / UI interaction was laggy. I formatted the C drive and installed fresh Windows 11 Home Single Language downloaded from Microsoft website from scratch. But still the same behavior !So I googled and found that Windows 11 update 24H2 has widespread complains for slowing down the performance. So I again formatted the machine and

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

If you having an issue installing a driver that worked before you formatted or wont install on a fresh build, sometimes this means hardware damage
