Windows 10: PC didn’t start properly, every day this week, and now I can’t get it to load my desktop no...

PC keeps going unresponsive randomly, I.e. all apps quit responding, cursor is a blue circle, nothing will work, so I have to manually shut it down, I restart and it says the PC had an issue starting. Startup repair doesn’t work, it fails to uninstall updates, so it says try a system restore, but of course the restore doesn’t work, so then I try a reset, but of course there was somehow an error in a hard reset, no sure what level of ineptitude microsoft has to be functioning on to fail to wipe the pc but here we are. Tried every command prompt google has suggested and none work, and every sing

Notification didn´t appear

Windows 10 has ben released for 1 day and a half,and I didn´t get the notification for installing.I reserved it.Can anyone help me?

PS I am running Windows 7 and it´s up to date.

 

Chrome/ App didn`t start

Hi!

I've got this message today while I was trying to use Chrome and a Safe Pay (via an antivirus) application: "The procedure entry point IpRenewAddress could not be located in the dynamic..." (for each application). I`ve reinstalled Chrome several times, (deleting
also the related data in Program Files) bur didn`t work. Can you give me a hand with this please?

*Windows 10 has been updated 2 days ago but yesterday the apps worked properly.

Thanks for your help but... it didn`t work, I get the same error...

I would like to try some more solutions before reinstalling the Windows, so if you can assist me a little bite more... ... it would be highly appreciated.
