Windows 10: OOBEKEYBOARD, OOBELOCAL, and OOBEREGION errors

I decided to try updating and old laptop from Windows 7 to Windows 10. Now I'm stuck in a loop with various OOBEKEYBOARD, OOBELOCAL, and OOBEREGION errors coming up over and over. The only options I am offered is to "Skip" or "Try Again". No matter which one I hit, it circles for a long time and then comes back with another "Something went wrong" and a OOBEKEYBOARD, OOBELOCAL, or OOBEREGION error. Through something I read online, I was able to do a factory reset from the command prompt, and even that didn't change anything; After the reset it just came back to those screens. I'm starting

OOBELOCAL error?

I'm getting an error with OOBEREGION at the start

Then OOBKEYBOARD at the middle of the setup.

Then OOBNETWORKLOSSSAVERVERSIONV2 at the network setup page.

Then OOBELOCAL after that.

Then OOBESETTINGSMULTIPAGE I cannot get further as there is no option to skip.

But is there anyway other way windows recovery mode?

I brought a new pc on eBay it came with no operating system so installed windows 10 on it but it came up with OOBELOCAL error and I can't seem to get past it.


Any suggestions would be great?

When you say it loads to the setup screen, does it go straight to that OOBELOCAL error, or does the OOBE process start again, if it does, choose not to set up a network and when setting up your account do not provide an Email address

Otherwise, if you press that 'Try Again' button a couple of times with your PC disconnected form the Internet, does it progress?
