Windows 10: NOT ABLE TO SCROLL

I don't know why but this problem started recently,i am not able to scroll any webpage eg.google chrome,youtube etc, I thought that it's my mouse scrolling problem but when i use my touchpad i suffer with that same problem i am so frustated i am not able to scroll any webpage

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
