Windows 10: Narrator - Set voice for unsupported language

I'm trying to set up Narrator for a visually impaired user who is fluent in English, German, and Sicilian. Unfortunately, Narrator does not support Sicilian. The user told me that the next best option would be Catalan, which Narrator does support.What I'm trying to do is have Narrator use the Catalan voice Herena whenever it encounters Sicilian text, rather than the default English voice. In other words, I want to associate Herena with the "scn" language tag in the same way that it's already associated with "ca".Just setting Herena as the default voice is also not an option. Are there any other voices for Narrator in the Ease of Access in Windows 10?

  Type narrator in the search bar and press enter.
  
• 
  Click on voices
  
• 
  And select find other voices that work with Narrator.

Problem adding french voice in Narrator

Have latest version of Windows 10, have downloaded and installed the "Francais (Canada)" language pack (in settings - region and language - add a language). French can now be used as the windows display language.

Next I installed the french text to speech engine and the Harmonie voice with the following steps:

Downloaded and installed MSSpeech_SR_fr-CA_TELE.msi

Downloaded and installed MSSpeech_TTS_fr_CA_Harmonie.msi

Restart computer

Control panel - programs and features, shows following entries:

Microsoft Server Speech Recognition Language - TELE (fr-CA) ver: 10.0.7135.0

Microsoft Server Speech Text to Speech Voice (fr-CA, Harmonie) ver: 11.0.7400.335

Settings - Time and Language - Speech – Speech language, only language available is “English (United States)”.

Settings - Ease of Access - Narrator - Voice, only voices available are “Microsoft David Desktop” and “Microsoft Zira Desktop”.

My question/problem: Is it possible to make "Francais (Canada)" available in the menu to select the speech language? Is it possible to make the Harmonie voice available in the narrator voice menu?

how can you change the alert voice (text to speech) default?

You can change the voice chosen in:-
Settings,
Time & language,
Speech,
sub-heading - Voices,
dropdown list - Choose a voice.

If necessary, you can also add voices using a combination of the items under the sub-headings Manage voices & Installed voice packages.
