    Have you uninstalled Belkin driver from device manager (incl any software)?

    restart pc

    then plug Belkin adapter in usb port and see what driver Microsoft tries to install for it.

    Hello. I have Windows 10 tech preview and a Belkin N300 USB wireless adapter. It seems that Windows 10 likes to turn the adapter on and off and on and off and just keeps this up. Then it will connect to my network and work fine for a while. Then it will
    do the on off thing again. I have turned the power save feature off so Windows 10 is not suppose to turn it off. Does anyone have a answer?

    Windows 10 and Belkin N300 USB wireless adapter

    Potential Fix:

    Uninstall belkins adapter from device manager (incl software). Re boot pc.

    Then re-install Belkin driver by right click .exe installation file & choosing to run in compatibility mode-windows 8 or older.

    Of course before starting this fix process, you should download most current Belkin N300 wifi adapter driver .exe file
