Windows 10: My Pc is lagging if I play a game for no apparent reason.

To clarify my question I would like to give you guys my specs first:gpu: gtx 1660 ticpu: ryzen 7 5800x32gb 3200mhz ramSo the issue started after updating from windows 10 pro to the 11 pro version. I noticed every game I open would slow down my other processes in such a way that watching youtube or doing something else on my 2nd screen would basically be impossible even while playing minecraft if I'm in the game. My PC lags for no reason during videos and games.

Hello i didn't use my pc for about a week and then when i used it i noticed audio and video lags for no reason. whenever i watch a video on youtube it lags for a few frames every 30 secs or so but when i watch a downloaded video the lags are much more prominent and annoying. And it's even worse during games. I can't play anything for the massive input and framerate lag. I've tried to solve this by deleting temp folder files, closing startup and unnecessary programs, scanning all my hard disks and also updated my graphics card driver but it didn't work.
