Windows 10: my laptop does not want to go to sleep

I have an HP Probook 640 G1 and i just changed the battery but when i put the laptop to sleep it immediately wakes up, and even more strangely when i shut it down entirely it would not power on unless the charger is connected or disconnect the battery and connect it again. Sorry i forgot to mention that none of this happens with the charger connected and it also keeps flashing the charger light on and of the entire time and do have some videos but no idea as how to upload them :

Thank you for your reply. I have tried the two steps (turning of Hybrid sleep and Fast startup) you suggested but to no avail. Okay, for your two questions:

1. My laptop is a HP Pavilion 14-bf101tx, and currently running Windows 10 1903 (upgrading from 1809).
2. Nope. No error messages. I suppose the boot process was successful, however, my battery was reduced. That's why I suggest the post title as "Hibernating changes to sleep behaviour" because the battery level reduction looks like sleep behaviour.

Please inform me of any diagnostics information you might need. Thank you for your kind assistance.

I suggest you to follow the steps provided below and check if it helps.

• Click on Start>Settings>System.
• In the left navigation pane, click on Power & sleep.
• In the right pane, select the time limit for the system to go to sleep from the drop down list.
