Windows 10: My computer keeps flickering but its kind of slow flicker and sometimes its just black but...

My computer doesnt have a pc tower or computer tower i havent bought it yet but its running fine until i open it that day it just keeps flickering and i cant open window or setting the task bar is gone so i restart it thinking its just glitching but no as soon as it opens, nothing its the same after a million times so i decided to reset it thinking it can help, i reset it all the way but then the only thing it did is removed all the files, app and etc. But its still flickering ive already tried the ctrl + shift + window key + b and it still doesnt work ive tried million things and it still doe

Screen flickers and goes black

Nothing worked thing is i flickers a bit then turns black on the computer screen but doesn't flicker or go black on the monitor also when i restarted my computer and got to the home page it went black again i tried the 2 videos im trying the steps below rn

Thank you for your reply. I tried safe mode, and that stopped the task bar from flickering but nothing else responds other than the control alt delete menu. I can't open anything other than command prompt though, so I can't try most of the other suggestions on that list.

For all those people who face this error please find below the easiest solution for this error.

1. First of all click on the Catalyst Control Center.
   
2. Now click on ‘3D Application Settings’.
   
3. All you have to do is change the ‘Wait for Vertical Refresh’ option to ‘On, unless application specifies’.
