Windows 10: My computer completely tured downnot even the power and charger led are turned on

While using my dell laptop, it turned down suddenly after making buzzing sound and rejected to turn on and also doesn't show the charger led when turned on when I plug the charger and the power led also doesn't turn on. What could be the problem? And the solution? Please help me! The laptop is not mine.

• Check to ensure there is disk activity (look at the hard disk LED light to confirm. If there is, keep waiting. If setup goes beyond 2 to 3 hours, try the following steps.
• Power down the computer. Unplug it, then wait 20 seconds...
• If you are using a laptop, remove the battery if the option is available.
• Disconnect it from the Internet (unplug Ethernet and/or turn off Wi-Fi).
• Plug it again, ensure it remains disconnected from the Internet then start computer.
• See if it completes setup.
• If setup completes and you see the desktop with the ability to click Start and launch programs, proceed to reconnect to the Internet.

 

My computer download windows 10, and it still 65% percent complete of scanning and repairing drive C.

Computer turns on and off can only access Boot options

Before we proceed, I would like you to provide clarity on the statements below:

1. When you say computer turns off and on, do you mean that the screen flashes?

2. How did you perform Reset, via Settings or Media Creation Tool?



For now, I suggest that you perform Power Drain which might help you revert from the loop you are currently stuck on. To do so follow the steps outlined below

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power cord.
• Press and hold the Power button for 30sec
• Plug the charger/power cord and restart system
