Windows 10: my capture card is not working

I have this capture card connected from my ps5 to my pc, but it keeps telling me it can't start. The problem is the last time i used it it worked. I have tried updating the driver still doesn't work. When i connect it to my laptop 2.0 port it works and i don't know why it won't work on my pc 3.0 port

Trouble getting a capture card working

I installed an Elgado 4k HD capture card and haven't been able to get any signal from the input. It is recognized in the device manager. So I open the 4k capture utility which tells me 'device is in use by other software' or if I open Streamlabs OBS and go through the steps to add a source the card just doesn't appear. I've gone through all the troubleshooting I could find as relevant on both Elgado's and Streamlabs website and haven't been able to find a solution. Help in diagnosing or getting it working is appriciated

Having issues with the new update and capture card

To understand the issue better, I would like to know do ‘’when you say update’’ do you refer to November update (Windows 10 Version 1511)?

Let’s try simple troubleshooting steps and check if this helps in resolving the issue. I recommend you to uninstall/reinstall the capture card driver and check. Follow the below steps:

  Press Windows key + X and click on
  Device manager.
  
• 
  Locate for the device (Capture card) and click on it to expand.
  
• 
  Right click on the device and click on
  uninstall.
  

Go to the capture card manufacturer website, download and install the latest capture card driver.

I am searching for a capture card for HD video editing.

I wanted the Pinnacle MovieBoard 700 Plus, but it's out of stock till Mid September.

Any suggestions?
