Windows 10: my camera is blocked. there is no camera button. How do I get it unblocked?

The camera is blocked. There is no camera button on the side. I have tried everything. Please help. THanks

Dell camera driver

• To open up your webcam or camera, select the Start Windows logo Start button button, and then select Camera in the list of apps.
• If you want to use the camera within other apps, select the Start Windows logo Start button button, select Settings Gear-shaped Settings icon > Privacy > Camera, and then turn on Let apps use my camera. 
• From there, turn on each of the listed apps where you want to use the camera. Test your camera here

Your camera is reporting that it is blocked or turned off by a switch or button on your device.

On my other laptop. I have a fn key that blocks the mic and camera. Press a bunch of buttons and see if it unblocks it.

doxy.me sign ups are for providers and thus those fixes from within their site are not accessible to me. I did use the link on the doxy connection screen to try to unblock me, but it wasn't able to. That tells me that there's something on my computer in the way.
