Windows 10: Mouse cursor won't change when hovering in Excel and other programs.

My mouse cursor has stopped changing when hovering over an action. For example, when I want to widen a row in excel it won't change to a crosshair. If I try enough times it will still widen when I double click but I have to search for it. It also doesn't work with Snip it when I try to snip something it no longer changes to a crosshair so I have to guess. So it is a universal problem across all programs. I have tried restarting my computer and unplugging my mouse. It is the same issue with the touchpad.

All that has been suggested I have tried. I have uninstalled : and reinstalled the mouse and also a spare mouse that I had. No change!!!

To clarify, if I go to Win 10 settings choose Devices/Mouse/Related settings, Under related settings(White Print) reads in a Coloured Print 'Additional mouse settings'

The cursor is an arrow head when hovering over 'Related settings' but hover over 'Additional settings@ and the cursor changes to double ended arrow horizontal line.

Mouse Cursor changes to excel cross when on second screen

Hi,

One of our users has reported a strange bug, and has us stumped.

When his mouse is on his 3rd screen (laptop and two screens, using dell dock), it changes from the regular cursor to the excel cross, as if there is a spreadsheet open there.

The first thing I suggested was restart, so he did, and the mouse still changes.

The second thing i checked was to see if his graphics/dock drivers are up to date - they are.

I then spent some time searching online for this issue, and found nothing similar. There are a few where the mouse changes to weird shapes, which was solved by adding mouse trails and changing trail length to the smallest. On this laptop it simply trails
the excel mouse..

desktop problem: mouse hover selection is not under mouse cursor

I got the Anniversary Update a month or two back. And ever since I have this problem on desktop icons.
The mouse hover selection is shifted away from cursor, in a way that the next icon is selected, not the one under cursor.


When I click, the icon with the hover selection is started, not the one under cursor.
This only happens with desktop icons.

Tried to update drivers, but nothing's changed.
