Windows 10: Missing Base System Device driver and ISATAP Adaptor Driver

Have searched for weeks but no luck - this computer has NO Internet Connection so all those Driver Updater things are useless - they will not even install without an Internet Connection. The laptop is a Lenovo Thinkpad T430 with Windows 7 - 64 bit. The Base System device is not a Card Reader, nor is it the Lenovo PM device which is already installed. Must be the above numbers and direct download with installation software using another computer. Can

• Open Control Panel.

Base System Drivers Missing

I know this isn't a new topic, but I know which drivers are missing/corrupt. I've attached two photos, one shows the IRQ 10's are missing base system drivers and in "Problem Devices" under "Storage", two Base System Devices are identified.

And that's all that I know. If anyone could help me identify the actual issue, I can try to replace the drivers. I need someone to walk me through the process as these missing drivers are wreaking havoc on my system.
