Windows 10: Microstutter in Halo: Event 2: Session "dc3a3596-71e1-45a3-b2ea-39ad5322fe51" failed to...

I have been experiencing microstuttering in Halo for a while as well as what I suspect to be latency issues. Sometimes it feels like people put shots on me before I can even see them, in spite of me having a really high end PC getting hundreds of FPS on a 240hz display... I've also noticed that the longer I play sometimes it gets worse. My PC is a prebuilt but I have since upgraded the CPU, GPU, RAM, and PSU. Halo 2 install help

First before I install halo 2 can it be played single player and without going on line?
I am trying to install it but keep getting a message, one of the installation steps failed, retry and the same thing. I have read that it can be played on windows 10 but I can't seem to gat it to install.

Well I did search for it on Google and that's one of the suggestions that came up. See: event id 2 Session "" failed to start with the following error: 0xC0000022 - Google Search

It's a bit complicated thought as it seems many things could trigger that error
