Windows 10: Microsoft XNA Framework Redistributable 4.0 fails

I recently just got a game called Terraria off of steam. There is a problem when I open it to launch it for the first time. I have to allow it to make changes to my computer first. Then these two windows come up, the window that saw Microsoft XNA Framework Redistribute 4.0 never finishes. Which then I don't think it allows the steam part to install, also when the framework doesn't complete it just closes. Then I would just have to re-open the game for the same thing to happen. Do you have any ideas on how to fix this?

Microsoft XNA Framework Redistributable 4.0 fails to install

I download a game and the game requires Microsoft XNA Framework Redistributable 4.0. When I launch the game it begins to install but then fails, when I try to manually install i get
to the registering modules portion of the installer where it gives me an error. The error goes

Module C:\Program Files (x86)\Common Files\Microsoft Shared\XNA\Framework\Shared\xnavisualizer.dll failed to register .HRESULT -2147024703

Then when I try to manually register xnavisualizer.dll it gives me another error saying it failed to load.

I have this problem where as I tried to download Microsoft XNA Framework Redistributable 4.0, an error showed up saying that I have to verify that I have access to this particular directory, I will post screenshots of what it says
