Windows 10: locked out of one drive personal

Over the last couple of days I have been locked out of one-drive personal . when attempting to access I receive the message error 0x8004dc.86 . I have followed the information supplied by microsoft , but as I am locked out , cannot reset my password in order to sync all parts of cloud . what can i do . I am using windows 10 , on a dell inspiron. Cloud logo on bottom bar is a black outline , top halve shaded out from middle left to top right corner . there is also a red circle with a white cross in front of icon . Can anybody advise please ?

If the Browse button is not enabled in your device to choose the picture, as an initial step I suggest you to install all the pending updates on your computer and even you can upgrade to the latest available build check if it fixes the issue.
