Windows 10: Keyboard Input

My keyboard puts in the wrong symbols for whenever I press shift. When I put shift 2 it gives me “ instead of the at symbol. I already checked and my keyboard is in the right language and with some symbols, like shift 1, it gives me the correct thing like ! and others like the comma and period are good its just when I press shift for those one. When I press shift or alt for only certain ones it gives me the wrong thing. I went on here and I did the solution to problems others were suggesting but it still didn’t give me the correct thing.

Language input may vary depending on the Input method set on your keyboard settings. To sort your concern, we suggest that you check if the desired input is set correctly by following these steps:

• Type in Language and keyboard options on the search box.
• Select the desired language that you're trying to set up.
• Once you've selected the language, select Options.
• Under Keyboards, select Microsoft IME and click
  Options.
• Scroll down and select Open advanced settings.
• A window will pop up. Under General tab, click the drop-down arrow for
  Input method and select the desired input.
• Click OK.

  Choose the language that you want to add, click Options next to the language name, and then click
  Add an input method.
