Windows 10: keyboard double input with both mechanical keyboard and onscreen keyboard

I have this problem where I double input under some scenarios but not others. It sort of looks like "aabbcc" when I type "abc"The keyboard works find in browsers and most programs like microsoft word, or even control panel, but double inputs in:The windows search barThe "settings" search barPassword in microsoft teams or outlook appWhen I switch language to another language like Chinese or Japanese, the English input mode works fine, but when I type pinyin or hiragana, double typing happens. I have tried with onscreen keyboard as well and the issue is unchanged compared to mechanical keyboar

I have a Dell Latitude 7220 tablet using Windows 10. The device is currently in tablet mode and the onscreen keyboard will not deploy. The keyboard icon is visible in the bottom right hand corner, but nothing happens when you click on it. I have gone in the keyboard settings and checked use your device without a physical keyboard--Use on screen keyboard. In addition, the box under ease of access-keyboard-use onscreen keyboard is also checked.

A floating keyboard is available with the win+ctrl+0 keys, but I am wondering why I cannot have the icon or have an auto pop-up when typing is available. Any suggestions would be wonderful.
