Windows 10: Keyboard and mouse after factory reset

Hi! I just got a brandnew pc from a builder and they forgot to give me the password to it, I factory reset it and after waiting that hour I finally got to the "Hi there" screen but my pc and mouse though both plugged in and lit up will not work. Here is a few solutions I have triedlugging both keyboard and mouse into different slotsRebooting computer/unplugging for 30 seconds and plugging back inI would love to get this solution done quickly, and would hate to have my money go to waste. Thank you!
