July 26, 2023—KB5028254 OS Build 22621.2070 Preview has disabled the Windows 7 back-up application on my PC running Windows 11. How could it be?

Build 22621.2070 (KB5028254) has been released for all users in 26th of July and it's available via Windows Update.

Since you have public build 22621.1992 installed and your device isn't set to get previews I think previews you get are previews for next public Cumulative Updates which are optional patches.
