I keep getting this error item name not allowed in cloud rename personal vault.lnkOn windows 10 startup , how to fix ?Thanks

Vietnamese folder name for OneDrive personal vault?

I just started using MS OneDrive on my Dutch Win10 computer.

The Personal Vault appears to correspond to a folder named Kho luú tr~u cá nhân. If I dump this into Google Translate this tells me it's Vietnamese, and translates as 'Personal Archive'.

1. Why Vietnamese?? I've never had Vietnamese software on my PC (other than maybe being installed with individual programs' language support)
   
   All language setting on my PC are Dutch, my online OneDrive 'presence' is English, some individual local programs are English.
   
2. I'm not using the personal vault/archive. Can I rename this?
   
   If I delete it, it immediately reappears.
   

Note that I have hidden/system files visible.

My name is Marc, thanks for participating in the Microsoft Community, I'm an Independent Advisor and I'll be glad to help you today.

You can try the following, these indications solved the problem with this same error code 0x8031b003 to other users.

1.- Move all the data in the personal vault to a new folder. In OneDrive online with the browser of your choice.

2. In OneDrive online, you deactivate the personal vault >> Personal vault settings >> Menu >> Personal vault options. Two warnings appear.

3. In the Explorer, you remove all the remains of the personal vault. There must be a link in the personal vault and a personal vault folder that stopped working.

4. Finally, you enable the personal vault, online in the browser.

When you open the personal vault locally, all data must be there.

OneDrive Personal Vault - accessing from Android device

I am trying to access my OneDrive Personal Vault using my Samsung Galaxy S10 smartphone.
Whatever I try I end up with a screen telling me to create a Personal Vault, rather than opening the existing one, which was in fact the 'starting point'.

Steps taken:
- sign in using my Outlook account
- select verification method (send a code to my gmail account)
- paste that into the verification screen

After clicking [Verify] I get this "Create a Personal Vault"-screen.

Any suggestions?
