Windows 10: Issues with programs like Steam and HoyoVerse saying they are not connected to the internet...

I recently just reinstalled Windows 11 on my custom PC and I am trying to redownload my games from Steam and HoyoVerse,I have been having extreme fluctuations in internet speed when downloading, from 112kbps to 450Mbps with the slower speed being the average. Now after I was able to download 2 games, I have been attempting to redownload a third and that game has failed to download 4 times. The game file size is only 600Mbs and I have been unable to download or contact steam servers for the Store page. But my web browser Opera GX is fine. Network Settings says No Internet Connection, But...


I've tried unselecting the option but I didn't fix the issue - nor could I see why it would.

The following things connect to the internet fine:

• Microsoft Edge (new IE)
• Chrome
• Skype
• Steam's browser and Steam multiplayer games
• League of Legends launcher, patcher, PVP.net and game client
• Battle.net
• Pretty much everything

What doesn't work:

• Network Center (says I'm not connected)
• Windows Live Mail (logging in)
• Outlook (logging in)
• Notepad 8 (logging in)
• User Accounts (logging in)

The issue seems to affect any Microsoft product that tries to connect to Live.

 

programs except for browsers cant seem to able to access internet , programs like steam, ubisoft connect, discord etc cant access internet and say that they are unbale to connect.

this same type of question has been once in 2020 for windows 10, it wasnt completely solved it has been happening to me too, i've tried all the solutions listed over there and nothing seems to work. please someone with an actual solution help me.

programs like steam, ubisoft connect, discord, epic and any other program really, just cant connect to the internet except for the browsers...they work just fine

Try the following steps:

• 
  Click "Search" and type "Troubleshooting" without quotes and hit enter.
  
• 
  Click “View All”
  
• 
  Select "Internet Explorer connection"
  
•
