Windows 10: Is my GPU dead or is there some other internal issue? Fans blast at full speed with no display.

750w thermal take psu Ryzen 5 550016gb ddr4 PXY Ram1tb M.2 SSD Samsung 980 I thinkB550 styled Motherboard As mentioned in the questions title, My GPU MSI Ventus RTX 3060ti oc edition has been having this issue where I boot my pc and at first shows the pc loading into windows 11 before my GPU fans spin at full speed and giving me no display. The gpu is a hand me down from my brother who had it for about 2 months brand new from Micro Center. He had the same issue before handing it down to me and explained that he took it out his pc to dust it out with a can of compressed air. He described

Fans of GPU at FULL SPEED

Hi all,

I did a clean install of windows 10 about 2 months ago.
Everything was fine till all of a sudden I came home one day and found my GPUs fan at full blast making some real good noise.

Turned off the computer, checked the card, cleaned it (pressurized air) and put it back in and same problem persists.
It did not feel hot so this is very weird. It seems to be a Windows 10 issue because the card is working fine except the fans are at full blast always.

Here is a pic of the GPU info....look at those fan rpms!!
Also attaching a log file if this helps.

Tried this too
GPU shows up and controls too....but same as with the AMD software....I move the fan speeds but nothing happens.
It stays at full blast

 

PC keeps restarting randomly and will blast its fans

I have a pretty good computer that I use for gaming mostly. The specs are Intel Core i-9900k and an nvidia rtx 2080 with 16 gbs of ram and a 800 watt power supply. It's drivers are up to date and Windows is updated. The issue is that it will randomly just
restart and blast its fans, sometimes the screen will go black and the fans will blast too and the only way to fix it is to press the physical button to turn it off. I suspect that it is my gpu that is messing up however I do not know what the issue is.
