Windows 10: Is [Microsoft Visual Studio 2010 Tools for Office Runtime] safe to remove?

I used Visual Basic 6.0 and Microsoft Office a long time ago. I uninstalled both, and the fact is that I recently realized that I have two programs [Microsoft Visual Studio 2010 Tools for Office Runtime (x64) and a Spanish Language Pack for it] which I don't know if they are Windows libraries or programs that the two that I mentioned at the beginning were required to run. I am currently using LibreOffice, and I don't have any Microsoft programs that are from 2010 (except some Microsoft Visual C ++ libraries). Are they safe to delete, or could system files get corrupted?

Your suggestion didn't work. Solved my problem (Windows 10) by re-installing Visual Studio 2010 Tools for Office Runtime directly from Microsoft website and not from Windows update. After re-install the problem was solved. I hope this helps.
