Windows 10: Is It Normal for 'Network Setup Service' to be Running on Startup Sometimes? No Driver...

pretty much the title; as soon as Windows 10 boots up, I go straight to Services and can sometimes see Network Setup Service running. before you copy and paste the description, yes I know what NetSetupSvc does, although I find the description of "network configuration and low-level network drivers" quite annoyingly vagueit isn't always running on startup but if it is, then it runs for a short time before stopping. it is set to the default setting of 'Manual Triggered'there are no network driver installations occurring at these times. my friend checked on his PC but Network Setup Service wasn

Windows Service not running at computer startup / restart.

@Samurai - Thanks for the suggestion, but how does this recommendaiton work with an already existing service? Because the service is already listed in the services list, it just refuses to start when set to "Automatic" when I startup or restart the computer. By the looks of the "runaservice" download, it will create a whole new service in the services list, as if I don't currently have one.

I understand you are not able to boot to in normal mode. Sorry for the inconvenience this has caused.

Did you follow the below steps to enable the Normal startup?

• Press Windows + R keys from the Keyboard.
• Type msconfig and hit Enter.
• Click on the General tab.
• Select the Normal startup option.
• Click on Apply and Ok.
• Restart the system and check.

If yes, you may follow the below steps to check if the computer boots to selective startup:

• Press Windows + R keys from the Keyboard.
• Type msconfig and hit Enter.
• Select the General tab.
• Select the Selective startup option, check the box for load startup services, load startup items, use original boot configuration will be enabled.
• Restart the computer.

If it boots successfully to selective startup then you can boot to normal startup from selective startup.

Please check the above scenario and get back with the results.

Can't boot into Normal/Safe Mode with Networking, only safe mode...

Good Evening,
I could do with some pointers on resolving an issue. I can only boot into windows in safe mode in Windows 10. Normal mode and safe mode with networking doesn't work. The problem occurred after a windows update. I have removed the latest updates that were installed and cleared any pending ones but it still won't boot properly. I have also run the troubleshooter and tried to recovery to an earlier date which also doesn't work.
The laptop is a HP ENVY 17 notebook. At boot it just gets to the HP logo with the circular loading icon and no further and can only boot it into safe mode. Can anyone recommend the next steps? I have also tried the following;

• stopping startup items
• uninstalling hardware drivers
• removing recent software
• running troubleshooters at boot
• sfc scan
• diagnostic/selective startups with minimal services running

Would the fact that I cant boot into Safe Mode with Networking imply its a network driver related issue?
Bit of a dead end really, any help would be much appreciated
