Windows 10: Intel USB controller based USB ports transfer speed abnormal

I know it's sound like an Intel hardware or software driver related topic, but since this issue only occurred in Windows 11, and the USB extensible host controller driver is provided by Microsoft according to device's property information in Windows Device Manager, I guess it's a Microsoft related problem.I have an Intel NUC PC NUC8i7HVK, or Hades Canyon, which comes with 4 USB-A ports and 2 Thunderbolt 3 USB 3.1 Gen2 compatible USB-C ports on the back panel provided by Intel USB 3.0/3.1 extensible host controller, as well as 2 USB-A ports and a USB-C ports on the front panel provided by

USB 3.0 transfer speed drops to 0 only on one port. USB port and external drive are NOT defective.

I have a Dell XPS 13 laptop with two USB 3.0 ports. I connect a Seagate expansion drive to the left USB port and transfer a 4GB test file. It transfers about 1GB at 150MB/s and then transfer speed drops to 0. Then it picks up again after 3-4minutes, then
drops again intermittently.

I connect the same Seagate drive to the right USB port. The same 4GB file transfers with a constant speed of approximately 150MB/s. Thus the Seagate drive is not defective. Perhaps the left USB port is defective.

I connect a Sandisk 128GB flash drive to the left USB port (that is now suspected defective). It transfers the same 4GB file with constant 130MB/s speed, no speed drops!

Each step is reproducible 10x.

I am out of my wits here.

 

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.

Windows 10 usb 3.0's transfer speed is abnormal when the first time power on.

My pc has two "Intel(R) 7 Series/C216 Chipset Family USB 3.0" port.

But when the first time power on, the usb 3.0 transfer speed is only 30MB/s. After reboot(not shutdown) pc, It restore to the normal speed 200MB/s. Then i shutdown pc and power on again, it's speed become 30MB/s. Reboot pc again, it's speed restore to 200MB/s.

I has searched the internet. many other people has similar problem (usb 3.0's transfer speede equal to usb 2.0). But I can't find solution.

How can i fixed it?
