Windows 10: I’m Still Stuck in ‘Preparing Security Options’

I use windows 10. It freezed suddenly, when I was watching Netflix. I clicked close button, it closed but it was still on the taskbar seems like minimized I could click/push windows button. I clicked restart, but it didn’t work. So, I typed ctrl+alt+del, but ‘Preparing security options’ came up. I’ve been waiting for 30 mins, but it’s still stuck. Can anybody solve my problem?

my laptop gets very slow and nonresponsive, especially when it is working overnight, and when I try to run task manager to see which process causes the issue it stuck on the "Preparing Security Options" until I use the power button to restart. I read the
previous thread for this but it did not provide any help. how can I resolve the problem?

Preparing Security Options

The Preparing Security Option is neither a virus nor an application/program, it is simply an informational message that appears if the security is updating or needs to be updated.

Regarding with 20 opened Internet Explorer, yes, it affects the performance of your computer and one of the possible reason for that is the computer is trying to download an update online or on the web. We suggest booting your computer in
safe mode to isolate the possibility that it may be a driver update related.

Preparing Security Options

Question 1: I do not remember if I made or not changes.

Question 2: I do not remember if I downloaded or not programs.

Question 3: I get: "Preparing Security Options" only when I boot or come back from sleep.

Nothing happens when I shut down.

Is this a virus? I tried to uninstall "Preparing Security Options" , but could not find it anywhere.
