Windows 10: IIS Manager is blank

When I start IIS Manager it is blank. Is IIS (Internet Information Services) Affecting Localhost

After the April Windows 2018 update, my localhost is now only showing a blank screen.

After a bit of research I found that it may be the IIS (Internet Information Services).

I've now checked the ISS Management Console under Web Management Tools in Windows Features, and Internet Information Services (ISS) Manager is showing up in Administrative Tools.

However, localhost is still showing a blank screen.

I've gone back into Administrative Tools and restarted Internet Information Services (ISS) Manager, but this still doesn't fix the problem.

Is there a step that I'm missing?

I uninstalled my x800xt and put in a new 9800gtx. The drivers for the gtx won't install competely and my device manager is Blank. I have tried this and it does work http://www.annoyances.org/exec/forum/winxp/t1051715405 and I tried a disk scan ,used driver sweep and still my card won't install and windows has nothing listed in the device manager , even in safe mode. The ATi driver caused this but I cannot figure out how to fix it. I tried to put the x800xt back in but the ATi drivers won't install right. Help

 

Is it possible to enable the IIS remote management icons in Windows 10?

In order to use WEBDEPLOY feature from Visual STudio 2015, it is required that the IIS instance you want to deploy to has Remote Management configured, including user configuration. It is not possible, it seems on Windows 10 by default, at least on systems I have access to, to deploy to a client (desktop, not server) operating system, which is desirable for someone who just wants to try MSDEPLOY and see if they can learn how to use on their a desktop machine.

The management service icon and management service delegates icons are missing from my Windows 10 inetmgr.

My probmlem is quite similar to the old SO question for VS2010/Win7, but the question seems more to fit here on superuser.

The situation is:

1. The icon "Remote Management" is missing from my windows 10 iis inetmgr.
   
2. old answers from windows 7 era no longer apply in windows 10 era.
   

What I tried, from windows features, make sure IIS MAnagement is checked, or run from powershell:

Expected to see icon "Management Service" in the home area of the INETMGR. How do I get that UI, and the underlying management service working, and configured on Windows 10?

Also on this machine, I have installed MS Web Deploy 3.6, and checked all optional management feature checkboxes when installing.
