Windows 10: I need help with "File system error -2147163890"

Up until today or possibly the last few days, I've had NO problems opening image and/or video files on my PC. Today when I try to open any image/video file, including the 'Snipping Tool' I get File system error -2147163890.I first tried restarting my computerNothingI searched Microsoft Help articles and they all direct me to the System File Checker, which I ran.First run it said "Windows Resource Protection found corrupt files and successfully repaired them."To be safe, I ran it two more times and each time it said "Windows Resource Protection did not find any integrity violations."Nothing

Everytime I download something any internet browsers, once download and when I try to open.

I get a file system error (-2147163890)

• cannot open files with microsoft apps (e.g. opening jpg files with photo or paint)
  
  • Error massage "File system error (-2147163890)"
    
• cannot open programs downloaded from microsoft store (e.g. cannot open amazon music, spotify)
  
  • Nothing happens when clicking icon
    
• cannot download programs from microsoft (e.g. cannot installing spotify though microsoft store)
  
  • Pending->Downloading->Acquiring license->Something happened on our end->Retry
    
• cannot open windows defender dash board
  
  • Nothing happens when clicking icon
    

I searched the web and tried various options to solve this issue but none of them worked. I listed things that I have tried

• Run sfc /scannow with powershell admin
  
  • There was repair in log
    
  • No issue second time
    
• Run DISM /Online /Cleanup-Image /CheckHealth with powershell admin
  
  • No issue
    
• Run DISM /Online /Cleanup-Image /ScanHealth with powershell admin
  
  • No issue
    
• Run DISM /Online /Cleanup-Image /RestoreHealth with powershell admin
  
  • No issue
    
• Try safeboot
  
• Error Checking C:drive
  
  • There was an issue but it was fixed
    
  • No issue second time
    
• Windows memory diagnostic
  
  • No issue
    
• In - place upgrade/repair upgrade
  
  • Tried both with and without optional update
    
• Made a second account on the device
  
  • Downloaded an image from the internet and tried opening it with photo
    
  • same error "File system error (-2147163890)"
    
• Use troubleshooter for microsoft stores
  
  • claimes no issue found
    
• Use repair, reset, terminate function from settings->apps->installed apps
  

The only option that I can think of is clean install of Windows, which i want to avoid if possible.

Also, not sure if this is relevant, but I found "Account Unknown" followed by numbers in parenthesis under Cdrive properties->Security->Groups or user names

Does anyone know other solutions to this problem I am having? I will try to answer questions regarding specific installed cumulative updates if necessary.
