Windows 10: I have low gpu and cpu ussage in games I play like fortnite valorant minecraft cs cod

I like to play 1080 comp games but my cpu and gpu only run around 50 and 30 percent in fortnite comp settings I have the rtx 4070 ti super and i5 14600kf with windows 11 pro

Very Low CPU Usage while playing Games

So on windows 11 I noticed very low CPU usage in games (1-3%), that causes stutter and lag in most games. I can play games like Minecraft normally, in GTA V is appearing a bit stutter and lag, and games like Fortnite are unplayable. My Specs:

I5 10400F,

RTX 2060,

16 GB ram

 

cpu stuck at 100% while playing fortnite

Its just fortnite. Ween I play other games like apex legends or the finals I havé not that much cpu usage and my gpu is like 90 %. In fortnite I have 100 cpu and 20 gpu and it crashes.
