Windows 10: I can't purchase Ibis Paint

I'm trying to purchase a Prime membership for Ibis Paint but when trying to put in my credit card information, the fields are locked greyed out to the USA I'm in Canada so don't have a ZIP code so I can't input my card and make the payment. I have already entered my credit card information in my account in the Microsoft Store and it is set to my Canadian address. I've re-installed Ibis Paint, updated my Windows and re-started my Surface Pro.

Why can't I download ibis paint?

i made the purchase for ibis pain pro but the pro feature are not added. the money has been transfered from my account to microsoft and it is showing in the biling area that the purchase has been completed but the the app keep showing me to purchase the pro again
