Windows 10: I can’t add my phone number I keep on getting “try another verification method”

I can’t add my phone number in and have done everything but still nothing I’ve done all the “clear history and or cookies” “wait then refresh the page” “do it at another time there could be traffic” “see if another account has your phone number in” and etc but it’s clear that you just don’t want me to do it can’t help but feel reasonably frustrated I’ve been doing this for a week straight now
