Windows 10: I cannot change settings even though I am administrator of my personal laptop

I am trying to install the drivers for a video capture device to my laptop, running windows 11. It is my personal computer and the laptop recognises me as the administrator. However when I try to change the security settings because the driver will not install the toggle button is greyed out and I cannot toggle to change the setting.

We suggest that you follow the steps below to put your settings back to default and see if it helps.

• Right-click your mouse on your desktop.
• Click on Personalize.
• Select Colors.
• Click on High contrast settings.
• From the drop-down menu, select None.
• Click Apply.
• Reboot the PC for the changes to take effect.

Corrupted Personalization Settings and themes

I suggest you check if the settings are disable in the registries of the PC.

  Windows+R and type gpedit.msc in the run command.

  edit tab and click on the edit tab.

  Enabled Button then you cannot change the Theme. You click on the Disable Button then you can change the Theme. You click on The Enable Button for Disabling the changing Theme or Prevent Changing Theme.

  In this step right-click on your Desktop and select the Personalize tab. In this tab you are unable to change the theme after disabling the changing of the theme or Prevent
  Changing Theme.

Changing Administrators on Laptop

I've read a number of articles on this and what my laptop says and what the articles say don't seem to match.

I have two accounts on this laptop which is Windows 11 (as well as a tablet and another laptop, both Windows 10). They all need to be changed.

The email that I want to get rid of is the administrator; I've added the one I want as an account on this laptop. If I right click on the account picture on the Start Menu, I get three choices - change account settings, lock and sign out. Clicking on account settings, I get the account page in the settings app. It does give me the option to go to a local user setting, but then I get all these warnings about backing up the encryption key.

I need a detailed list of steps to do this. Sorry to be dense, but I want to make sure I get this right.
