I am trying to reset my laptop. But it has been on Resetting this PC 69% for over 4 hours now. What should I do?

Thanks for the reply -its been stuck at 69% for over an hour now - the hdd light is permantly illuminated - not flashing -

I tried to reset my computer in the settings of windows 10 and i selected the delete all my files option. But its been stuck on Resetting this PC 69% for over 60 minutes now. There is a ethernet connection into the
PC

 

Trying to Reset, Recovery stops at 69%

I'm trying to Reset Windows 10.

After booting from a Recovery USB, it gets to "Recovering this PC 69%", then it pops back to the screen "Choose an option".

If at this point, I choose "Recover from a drive" again, and then choose "Just remove my files", it pops to the screen "There was a problem recovering your PC".

This is repeatable.

How to accomplish a Reset under these circumstances, please?
