Windows 10: I am trying to download c++ and blender but they both say something is already downloading...

So I want to download c++ visual runtime for a game but when I tried, it gave me an error message. This is also the same thing that happens with me when i try to download blender and the following picture is the error messageI think these are both related in some ways. I have tried closing all apps and everything I could think of and also looked at task manager and could not find something unusual but that just might be me not knowing much about how things work. Also, whenever I shut down, it says following apps are preventing shut down and it shows an icon but the icon has no name. It was ju
