If so, I suggest you to try the steps below and check:

1. Open Windows store.

2. Click on the user account icon and select "purchased".

3. Under purchased, all the list of purchased items will be listed.

Purchased Software Not Working And Unable To Download A Purchased Item

Since the download option is not available after purchasing the app, you can try the options below:

Option 1: Run the troubleshooter for Windows apps.

Option 2: To run winsock reset follow these steps:

• Close Window Store.
• Open command box by pressing Windows key + R.
• Type WSRESET.
• Reopen Windows Store and try installing again the app.

Option 3: Run PowerShell command. Follow the steps below:

• Press Windows Key + S.
• Type PowerShell.
• Right-click PowerShell, then click Run as administrator.
• When the User Account Control dialog box appears, you can confirm that the action it displays is what you want, and then click
  Continue.
• Copy and paste the command: Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}, then hit
  Enter.
• Restart your computer.

I have some steps for you to follow in order to help you solve your issue:

Step 1: Please try to restart your phone, remove the battery for about 30 seconds and put it back again.

Step 2: Is your phone updated to the latest version?

Step 3: Have you also tried to restore your download from the Zune Software on your Pc and then attempted to transfer the file to the device with your sync cable?

After this, please open the Marketplace and locate the download pending message, tap and hold on the item, and select retry. If this does not work, the final option would be to restore the device to factory defaults and attempt to download the media again.
