Windows 10: HP R70 System firmware and fan runing after shutdown

My HP laptop windows 10 has two issues: 1. The fan runs and the wireless orange light remain on after shutdown. 2. It also keeps telling me to restart to finish setting up HP R70 System firmware. How can I solve it?

Some of the updates in my laptop can't be installed; it said the pc needs to be restarted to install "HP R70 System Firmware", but when I restart the pc, a notification of that thing which asks me to restart the pc, it keeps appearing again and again. How to solve this problem?

That is a BIOS update Windows is trying to install, go to the support page for your PC on the HP website, then check if that R70 version of BIOS is available for download from there and if so, install it from there.

Go to bios, make sure the latest system firmware version installed today.

if successfully completed means, boot windows into safemode with networking, stop windows update, then boot windows into normal mode.
