Windows 10: How to transfer an xbox game downloaded on one PC to another PC?

I downloaded Persona 5 Royal when it was still on gamepass and have it downloaded to my computer with my account. It has since been removed from gamepass but I still have the download and data from the game. When I go to boot up it up it says I am using the wrong account but it is the same one I downloaded it with and all the save data is still there. I am trying to play it on a new PC but cannot redownload it because it was taken off gamepass. The game shows it is in my library but I cannot play it due to issues and I need help.

Minecraft from xbox to pc

So I just downloaded minecraft on my xbox but for some reason it's not showing up in my games in the play store on my pc. I can play it on xbox and according to the mojang website, I should be able to play it on both my xbox and my pc. These are the steps
that it says to take:

For Windows10:

1. Using your Microsoft account, sign into the PC where you want to install your games.
2. Click on the three dots in the Windows Store next to your profile pic.
3. Go to My Library. If you already own the game, you can download it from there.
