Windows 10: How do I stop the blue loading circle from constantly flashing next to my cursor?

Hello there, I started up my pc today and ever since then the blue loading in the background circle next to the cursor has been flashing while the computer is idle and I am not trying to do anything with it. I have tried a few possible solutions such as, restarting the pc, disabling all the start up applications then restarting again and scanning for corrupt files through the command prompt using the sfc/scannow command. Unfortunately there has been no change and it still persists.I have never encountered this before where the circle won't stop.Would you be able to help?

Blue circle constantly flashing alongwith cursor

Blue circle constantly flashing along with cursor since few days. Not getting any answers how to remove that. It is very irritating

Following Windows updates 10/03/2016 and subsequent restart, I had a blue circle constantly flashing next to the mouse pointer as if the system was waiting for a task to complete. I checked various forums for a solution and tried some of the suggested remedies - none of them worked. Today, 12/03/2016, I decided to login to Skype. Lo-and-behold, the constant blue circle has gone away! Don't know why although I suspect perhaps a hung, stopped or suspended process was restarted with Skype.

It shouldn't be constantly flashing. When you click on a file or program, the little Busy circle shows up for a split second as the computer Thinks as it starts to load the file or application. Solved Constant flashing loading icon (blue circle) next to my mouse. - Windows 10 Forums
