Windows 10: How do I raise a formal complaint about Microsoft and their support department

Hi, I need to make a formal complaint about Microsoft Support and help with resolving a specific issue around my Microsoft account. It is something that normally cannot be changed but I know for a fact in exceptional circumstances which I have it can be.I have spent hours and hours on chat explaining a very simple problem again and again, being told it would be sorted and it hasn't been, been told it was top priority and I would get an email but I have never had an email. Despite they know I live in the UK, I did get two calls. One at 01:30 and one the next day even though I had told them

Microsoft Complaints Department?

If you were to write a letter to the address given earlier, it would be directed to someone who deals with complaints, regardless of whether there's a dedicated department for such things. Don't have time to write a letter? Really? But you do, of course,
have time to "...do it in person over the phone..." (an impossible task, btw). Please. There are 1.25
billion Windows installations worldwide, and I think Microsoft might be open to hearing your plan for how personalized answers to all possible questions and complaints might be feasible.

This response is useless. If I have a complaint I would like to do it in person over the phone or over a web application. People don't have time to write a letter and post it anymore. Oh, and come to find out after calling the number given on the link,
Microsoft does not even have a complaint department. How convenient.

Hi, does anyone know any direct phone number or email address for Microsoft Complaints Department (if it even exists)?

Long story short, one of their Support Techs deleted all of my important personal files from my expansion drive while attempting to download the Windows 10 ISO and have basically fobbed me off since doing it. I've now had to pay £100 of my own money to have
the data on the hard drive professionally recovered as the Tech had made that drive into an "installation media" without any prior warning.

I have been bounced back and forth between departments and even got put through to Microsoft Security at one point!

Any help would be much appreciated!
