Windows 10: How do I fix this problem so I can use my pic again?

So I got a pc, was scammed bc it looked nothing like the picture and it was windows 7 don’t trust eBay and so I downloaded windows 10 on there… that was very successful but some games I couldn’t play bc I needed windows 10 64-bit so I tried installing that. Found out I needed a disk or usb be so I ordered the usb down there. Yes I checked if my pc was compatible with windows 10 64bit and it lost certainly was. I was watching a tutorial and followed everything it was going smooth but then once I got the windows setup part it went smooth until the loading for it was done. It started resetting

My MSconfig boot tab is empty, and I can't fix it

Good. Do you have more steps remaining to do to create the EFI partition or done? I mean did you finish all the steps from that post #2 of other thread?

 

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
