Windows 10: How do I fix error code 0xc0000020

On the 30th of August steam stopped working for me and I couldn't launch the app or any of my games. Since then I have deleted and redownloaded the steam client and done a factory reset of my pc and none of this has worked. A solve would be appreciated since I can't play any of my games that I have bought.
