Windows 10: Help with unresponsive taskbar

Recently, I've been having lots of trouble with my taskbar becoming unresponsive. Usually if I have my browser open, the page will switch or flash a few times and then I won't be able to switch to any other app or sometimes even do things on that same window. I've already tried DISM, sfscan, and restarted multiple times. The only thing that helps is logging out or restarting/sleeping which temporarily fixes it until the issue just inevitably occurs again.

Sorry for the trouble, here are few steps that I would suggest:

• Press the Windows + X
• Open the Command Prompt (Admin)
• Now type the command as " Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
• Push Enter
• Restart the system.
• Now see if the issue persists
• If it persists the only option is to create a new user admin account.

System Icons on taskbar

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.
